02 - The Coven Council
The Roukan Circle Coven Council shall be a board of trustees who shall oversee the development and operation of the Coven. The Council will consist of four elected Councilors and one Councilor Ex Officio who shall be the Proprietor or his designee.
Appointment: Allister Cameron has been appointed as Proprietor Pro Tempore to serve in place of Proprietor, Mikeal Maguschak, upon the Roukan Circle Council. This appointment shall remain in effect until Mikeal's return which shall be in writing to the Roukan Circle Council.

Council Terms
The Council Terms shall range from November 1st to May 1st and May 1st to November 1st. The Councilors shall be elected via majority vote of the members out of a list of candidates who have decided on their own will to run for the vacant office. In the event that a Councilor resigns or is removed from office before their term ends, The Council shall interview and appoint a Councilor replacement to serve in the vacant seat for the remainder of the term.
Councilor Responsibilities
- The Councilors shall login to the portal each day and shall visit the electronic office of the Coven Council.
- The Councilors will review the threads within the Council board and give their inputs on ongoing projects and legislation.
- Administrative Decisions to Resolutions: To approve an administrative decision to being made into a resolution, A Councilor must make a motion for the decision to be made into a resolution. A second Councilor must then second the motion, following this, all Councilors will upvote the motion to show that they are in favor of the decision or they will downvote the motion to show that they are in opposition of the decision. The Chief Councilor shall certify the results.
- Adopting Resolutions: To adopt a resolution, A Councilor must make a motion for the resolution to be adopted. A second Councilor must then second the motion, following this, all Councilors will upvote the motion to show that they are in favor of the resolution being adopted or they will downvote the motion to show that they are in opposition of the decision. The Chief Councilor shall certify the results.
Decision/Participation Timing
A Councilor has a 48 hour period to reply to an ongoing motion in the Councilor Office. If the Councilor has not replied or stated their motion within the 48 hour period, they are considered abstained from the vote and the Chief Councilor will not tally their vote into the decision.
Public Records
The Roukan Circle Council believes in complete transparency with it's members and the public. To maintain transparency, The following records are deemed Public Records. In this scenario, Public Records refer to documents or records that are considered to be important and shall be posted on the coven website within the Knowledge Base for public and member access/review.
- Coven Compact: The policies and procedures of the Roukan Circle Coven.
- Resolutions: Formal decisions adopted by the Roukan Circle Council.
- Open Roles: Open roles that the Roukan Circle Council are interested in having filled.
